Montgomery County runs two correctional facilities. The Montgomery County Detention Center, known as MCDC, sits at 1307 Seven Locks Road in Rockville. The second site is the Montgomery County Correctional Facility, or MCCF, at 22880 Whelan Lane in Boyds. The Department of Correction and Rehabilitation oversees both sites. The department has stated clearly that it does not have an automated list of offenders. Both facilities process inmates differently based on the charges and case status. People arrested in Montgomery County first go to MCDC for booking. From there, they may stay at MCDC or move to MCCF. Montgomery County Inmate Records

You can file a formal records request under the Maryland Public Information Act through the county's MPIA portal. The Department of Correction and Rehabilitation has its own MPIA contact: Darnese Oliver, Records Manager, at 240-777-9731. Montgomery County Police records go through Mary Davison at the Police Records Section using the Public Records Center online portal. Under Md. General Provisions Code Section 4-201, you have the right to inspect public records, and the custodian must reply within 30 days.
Montgomery County charges fees for records work. The first two hours of research time are free. After that, the rate is $48 per hour. Copies cost $0.15 per page when you need more than six pages. You have to make an appointment if you want to come in and review records in person. Contact the MPIA contacts list at the county website for the right department. Montgomery County follows Corr. Serv. Section 11-717 for its detention operations and record keeping.

Visiting Montgomery County Inmates
The two facilities have different visit schedules. MCCF in Boyds offers visits six days a week with three time slots: 8 AM to 11 AM, 1:30 PM to 4 PM, and 6 PM to 8:30 PM. There are no visits at MCCF on Wednesdays. MCDC in Rockville has a more limited schedule with visits only on Wednesdays and Saturdays from noon to 3 PM. Montgomery County uses IC Solutions for video visits. Go to icsolutions.com for details. Each inmate gets one 30-minute visit per week. You can bring a max of two visitors at a time, and one may be a minor child. Masks are required regardless of vaccination status. Temperature screening is mandatory. You must schedule your visit in advance. Walk-ins are not accepted at either Montgomery County facility.
Montgomery County Inmate Services
Commissary orders for Montgomery County inmates go through marylandpackage.com or by calling (800) 546-6283. Hours are Monday through Friday 8:30 AM to midnight and Saturday 11 AM to 5 PM. The max a family member can send is $25 per week. Inmate accounting questions go to 240-773-9731.
Phone calls from the Montgomery County facilities are collect only. Inmates can also set up advance pay accounts. All calls may be monitored. There is no way to call inmates directly.
